Notification of comment period on results of the Environmental Assessment

The project partners composed of Kansas City, the Downtown Council of Kansas City (DTC), and Port Authority of Kansas City (Port KC), propose to build a structural deck over a four-block section of Interstate 670 (I-670) to construct a multimodal, green mobility hub with a climate responsive design, creating regional job access, green and healthy living space, and private development. Located on the south side of Kansas City’s central business district on top of a below-grade portion of I-670, the South Loop Project would establish a 5.5-acre multimodal connector and destination to spur adjacent investment, while also addressing community challenges created when I-670 was constructed over five decades ago.

The project partners have completed an environmental study that investigated and identified improvements to connect city districts and transportation networks. As part of the study, the Environmental Assessment (EA) under the National Environmental Policy Act (NEPA), evaluated potential impacts the proposed transportation improvements could have on the project area’s natural and manmade environment. EAs are designed to help agencies, elected officials and the public make sound decisions. The EA was conducted in cooperation with the Missouri Department of Transportation (MoDOT) and Federal Highway Administration (FHWA).

Please review the EA documents and provide any comments by Sunday, February 23, 2025.
The comment period has closed.

Public, agency, and tribal feedback will be considered at the conclusion of comment period, and the EA will be finalized. Following that, a Finding of No Significant Impacts (FONSI) will be prepared for FHWA to consider. If the FONSI is granted the project will move forward with design and construction.
